Contract Compliance ManagerDepartment of Administrative ServicesFull-time, HybridSalary Range: $79,726.40 - $94,993.60/yr Job SummaryMonitors, assesses, supports, and reports out on related contract activities, providing support to a variety of internal stakeholder groups. The Contract Compliance Manager is responsible for monitoring large scale projects county-wide. Major tasks will focus on the management of standardizing processes, remedying discrepancies, increasing vendor accountability, and support transparent operations. Such activities include but are not limited to communication services, health-care services, food services, staffing services, transport services, and non-property leases. Provides contractual and statutory analysis to internal clients and stakeholders. Manages provider contract implementation and performance. Ensures contracts meet appropriate business policy requirements. Monitors and reports vendor compliance performance as assigned on contracts of planning, training, development, negotiation, implementation, and oversight of formation of contracts. Ensures county-wide use of best in class contracting methodology, acquisition, and universal compliance with statutes. Hybrid Work Schedule: This position will work 3 days remote and 2 days in the office weekly. Job ResponsibilitiesOperational Management - Developing long and short-term goals, objectives and solutions for a large and diverse organization, managing the training and development of overall professional development of county personnel in best practices, ethics and compliance.Proactively Inform and Disseminate Contracting and Training Opportunities - Providing guidance and technical training regarding various contract strategies, regulatory strategies and resource planning. Managing, directing, developing and evaluating complex transactions.Review of Complaints - Ensure complaints regarding contractor performance are handled expeditiously and transparently with the highest level of stakeholder satisfaction.Training and Contract Lead - Providing guidance and technical training regarding various contract strategies, regulatory strategies and resource planning. Managing/directing, developing and evaluating complex transactions and acting as a lead in the response to disputes and protests.Contract Monitoring - Providing county-wide contract development and monitoring, including but not limited to non-compliance/non-performance, renewals and rebids.Process and Procedures - Conducting management studies on contract activities to develop and implement procedural changes, new methods, or automated systems as appropriate to increase, efficiency and cost effectiveness (value); and making recommendations.Compliance - Assist in ensuring compliance with applicable local, state and federal regulations in procurement and contracting activities. Facilitating risk management, corporation counsel, comptroller functions, Office of Economic Inclusion (OEI) participation, and ordinance compliance and functions related to acquisition and contracting.Other duties as assigned.
